2026 Policy Agenda

Energy costs are a daily reality for Arkansas families and businesses, and current state policy is not serving ratepayers well. AFP Arkansas supports two targeted reforms to address this. First, we oppose Right of First Refusal (ROFR) policies that grant incumbent utilities exclusive authority to construct and own new transmission infrastructure, effectively eliminating competitive bidding and the efficiency gains that come with it. Second, we oppose arrangements that allow energy monopolies to charge consumers for projects that have not yet begun producing power, shifting investment risk from utilities onto ratepayers. Together, these reforms would promote market competition, improve cost transparency, and ensure that Arkansas energy consumers pay only for value they actually receive.
